Start with a white background on RGB image. Using
the text marquee tool, put some nice fat text on the canvas, and
fill it with a 'happy' colour.
Use Ctrl+D to remove selection. And then Select
Filter -> Blur and choose Gaussian Blur. Blur it with a level of
5.
Use Image -> Adjust and select Curves (or Ctrl+M).
Set the curves as displayed below. Use the freehand tool and roughly
draw the pattern displayed, maybe use Smooth to clean up the curve
if needed.
Select Filter -> Noise and choose Add Noise. Add
noise as set below.
Select Filter -> Other and choose Maximum. Set a
radius of 1 Pixel and click ok.
Use Image -> Adjust and select Levels (or Ctrl+L).
Move the two left sliders as indicated to the right.
