Rough Concrete

Create a new image, any size, but something about 300 x 300 pixels is good to get an idea of the effect. Add some noise, to do this select the Filter menu followed by Noise, and Add Noise. Select a noise level of 90, with Gaussian and Monochromatic selected.

Now we need to give all that Noise some texture, select the Filter menu again and then Stylise followed by Emboss. Select 135°, pixel height of 2 and leave the amount at 100%. Adjust the pixel height as required, values of 2 - 4 work well. After doing this Emboss you will have a fairly reasonable rough concrete looking texture. The next few steps are optional and help to create a little more random look.

From the Filter menu again select Render and then Difference Clouds. This creates a random pattern in the texture. Then select Filter and Fade Difference Clouds (Shift+Control+F), usually selecting a fade value of about 30, however go with whatever looks suitable. Because of the random nature of Difference Clouds you will get a different result everytime.

If you want a harsher look to the concrete select the Image menu, followed by Adjust and Auto-Levels.
