Start with a white background of an RGB image. Using the Gradient Tool (G) to create a black-to-white diagonal gradient.

With black as the foreground colour, click and drag from the top-left of the image to the bottom right.

Choose Render -> Difference Clouds from the menu. Improve the colour levels by pressing Ctrl+Shift+L (Auto-Levels).

Invert the image (Ctrl+I). Separate out the bolt of lightning by going to the Levels dialog (Ctrl+L) and setting the values similar to the illustration:

At this point you may like to use the Eraser Tool (E) to clean up any blotches on your lightning bolt.

Use the Hue/Saturation dialog (Ctrl+U) to give your  lightning bolt an electric colour. Use the values from the illustration below. Make sure 'Colorize' is checked!

Voila! The finished lightening bolt.
